The Arbitration Court of Moscow has appointed Professional Group of Appraisal LLC to act as an expert organization under File No. А-40-39079/15 related to claim from Alekx NV LLC against the Municipal Property Department of the city of Moscow and ordered value expert examination be performed by Pavel Yu. Kurochkin.

The results of the tenth annual ranking of the Russian valuation firms performed by RAEX rating agency (RA Expert) have been published recently.

The results of the year 2014 demonstrate that Professional Group of Appraisal LLC has again among the top 100 largest valuers in the Russian valuation market and moved upward from the 98th place to the 67th place and Center for Independent Expertize of Ownership, our strategic partner, is on the 4th place! www.rg.ru

Kinomir 21 century LLC has elected Professional Group of Appraisal LLC as its value to measure the damage caused by a fire in one of the cinema hall of the Cinema Formula network.

In accordance with LifeNews, “on the evening of the 10th June, the fire sparked in a Cinema Formula cinema hall, which is located at Mozhaiskoye Shosse, and burst into flame. The eyewitnesses told that a moment before one of the cinema halls sank into the smoulder they heard sort of deflagration as if a firecracker was squibed, said the experts.

No one of the cinema-goers and the cinema hall personnel suffered. The fire was got under by half past ten evening. In accordance with LifeNews, there were 300 persons in the cinema hall at the moment of fire outbreak

The Moscow Regional Court has appointed Professional Group of Appraisal LLC as an expert to File No. 3-467/2015 of contesting the results of the state cadastral value. On 24.06.2014 the court instructed Anna Yu. Isaeva, the Expert, to determine the market value of land plots, with the land category “agricultural land”, type of permitted use – “dacha projects”, total area – 353,384 sq.m., located in the Ramenskiy District of the Moscow Region.

The works related to valuation of two companies which own the hotels Courtyard Marriott, Moscow, Center (Moscow, Voznesensky Pereulok, 7) and Renaissans St. Petersburg Baltic Hotel (St. Petersburg, Pochtamtskaya Street, 4) have been recently completed. The valuation results were audited by an audit firm of Big Four engaged by the client.

The Residential Complex Lukino is a new project of the complex building in a territory of the Domodedovsky urban district lying 11 km far from the Moscow Automobile Ring Road.

Within the frameworks of the development of our legal expertise services, Anna Isaeva and Irina Komar, both Managing Partners of Professional Group of Appraisal LLC, have passed the advanced training in the federal state-funded educational institution of the higher professional education Moscow State Legal University named after O.E. Kutafin where they majored in “Legal financial and economic expertise” professional retraining program.

The Professional Licensing Board has awarded the “Legal Expert” qualification to Anna Yurievna Isaeva and Irina Alekseevna Komar on 5 May 2015 thus confirming the right of the above persons for professional activities in the sphere of legal financial and economic expert examinations.

In the Moscow State Legal University named after O.E. Kutafin a roundtable devoted to the theory and practices of financial and economic and value legal expert examinations, in which Anna Isaeva and Irina Komar, both Managing Partners of Professional Group of Appraisal LLC, members NP FES, took part.

The top managers and leading experts reported to the roundtable and shared with its participants such acute matters as the practice of financial and economic legal expert examination, legal construction and technical expert examination as an ancillary type of the financial and economic legal expert examination, new developments in the methods of valuation of intellectual property and intangible assets, FSO, “Valuation of intangible assets and intellectual property”.

Also such long-standing problems as those related to out-of-court or before court contesting the cadastral value as well as the methodological questions were highlighted.

From 15.00 to16.00 a general meeting of the members of NP Financial and Economic Legal Experts took place which resolved to change the name of the organization to the Union of Financial and Economic Legal Experts. Also there were changes introduced into the Union management panel: the meeting unanimously elected A.V. Verkhozina as the President, and K.Yu. Kulakov, as the Vice-President.

Also the meeting awarded to Irina and Anna the certificates of the Attested Legal Expert specializing in the examination of the data pertaining to the financial condition and financial and economic operations of the economic agent with the effective term till 2017.

After the meeting the participants gathered for a gala dinner on a holiday vessel to commemorate the 5th anniversary of the Union of Financial and Economic Legal Experts

In April 2015 Professional Group of Appraisal LLC was selected by PAO Mostotrest to perform valuation of the assets disposed by the company.

05.05.2015 Professional Group of Appraisal LLC completed the works of valuation of the market value of the production base of PAO Mostotrest, located in the Moscow Region, Odintsovsky District, Odintsovo, Transportny Proyezd, 6. The Base comprises 34 real estate properties of the total area of 13,500 sq.m.

The Moscow Arbitration Court has resolved to satisfy the motion filed by the Administrator of LLC CB Ogni Moskvy of state corporation Deposit Insurance Agency with respect to commissioning the expert testimony in court pertaining to File No. А-40-78661/2014. A. Yu. Isaeva and I.A. Komar, both experts for Professional Group of Appraisal LLC, were appointed experts to perform testimony in court.

The Arbitration Court of Moscow has decided to appoint Professional Group of Appraisal LLC as an expert organization under File No. А40-121986/14 regarding the claim of ImageMarket LLC against the Department of the Municipal Property of the city of Moscow with respect to settlement of controversions between ImageMarket LLC and the Department of the Municipal Property of the city of Moscow, which arose in the course of making the contract of sale-purchase of real estate with the total area of 52.4 sq.m., located at: 125047 Moscow, 2nd Tverskaya-Yamskaya Street, 6 (basement, premises II, 1-7).

The appointed expert was A.Yu. Isaeva.

Following the delivery of the Expert’s Opinion to court, the Respondent made an application to summon to appear before court of A.Yu. Isaeva, the expert, for utterance of clarifications with respect to the Opinion.

As the inquiry progressed, A.Yu. Isaeva answered to the questions of the judge and specialists for the Department of the Municipal Property of the city of Moscow.

Anna Isaeva and Irina Komar, both Managing Partners of Professional Group of Appraisal LLC, took part in the assessors training led by Maarten Vermeulen, FRICS, RICS Regional Managing Director, Europe, Russia & CIS.

The trainees got the details of the entry exam for the membership with RICS. 

Mr Maarten Vermeulen told about the functions of the counsellor, expert assessors and chairperson of the board of examiners.

The exam for the membership with RICS is strictly administered and takes 60 minutes, where first 5 minutes are spent to introduce the assessors, 10 minutes, to introduce the examinee, 40 minutes, to discuss the cases and questions related to competencies and ethics. Finally, the trainee has 5 minutes for his/her concluding speech.

The trainees asked Maarten Vermeulen a lot of questions as after being trained they will have an access to the counsellor’s work and may be included in an examination panel.

The standards of taking exams presuppose that the assessor may take exams in any of 146 countries of the world.

The one-day International RICS Russia & CIS Conference, “Valuation in Today’s Market: Challenges and Solutions”, was held in Moscow with the support from TsNES and Professional Group of Appraisal LLC, which ensured an excellent opportunity for its Russian and foreign participants to share their experiences.

The report presented by Ms Sarah Sayce, Emeritus Professor of Kingston University, one of the most renowned global experts in valuation, was the keynote event and inspired great interest as it tackled the modern concept of sustainable development in realty.

In addition to the experts in valuation, the representatives of such largest financial institutions as Deutsche Bank in Russia, Sberbank, and UniCredit Bank, also reported to the Conference to share their opinions about the credits in the crisis period process, as well as investments in the period of uncertainty and also the expected to be implemented financing programs and the programs of replacing the Dollar financing by the Ruble financing.

Mr Alexander Kopylov, Chairman of the Valuation Group of RICS Russia and CIS, Director of the Realty Consultancy Division of EY, presented a report labeled, “Valuation Through the Auditor’s Eyes”, which inspired a true interest of the participants as it described the opinion of Alexander about the reports of his colleagues in valuation which he considers in EY and provided the details of the standard errors. Mr Kopylov formulated the key moments which must always be in the focus of the valuers who perform the valuation works under the conditions of the worsened economic situation.

Also Mr Maarten Vermeulen FRICS, RICS Regional Managing Director, Europe, Russia & CIS, shared his European experience in valuation under the conditions of uncertainty.

Colleagues from Cushman&Wakefield и Knight Frank presented the up-to-date analytical data and reviews as well as information about the recent tendencies in the market of commercial and residential realty.

The Conference was crowned with an optimistic report presented by Adrian Baker, FRICS, Chairman of RICS in Russia and CIS, devoted to investment attractiveness of the Russian realty market for the foreign investor, despite of the crisis and sanctions.

Also it has been resolved to pronounce Professional Group of Appraisal LLC the winner in the Valuation Nomination for the purposes of the services to be provided to NNB (OJSC).

Anna Isaeva, Irina Komar and Pavel Kurochkin, the leaders of the Professional Group of Appraisal LLC, have successfully passed the Uniform Qualification Exam in the International Academy of Appraisal and Consulting. The successful examinees obtain a Qualification Certificate which remains effective in perpetuity. Where a valuer has successfully passed the Uniform qualification exam he/she may be included in the expert council of any self-regulated entity and be awarded a status of the EXPERT OF THE SELF-REGULATED VALUERS’ ORGANIZATION.

Anna Isaeva and Irina Komar, both Managing Partners of Professional Group of Appraisal LLC, are mentioned in a new publication of the Directory of the Court Financial and Economic Experts, published in 2015 as experts for NC CFE with the right for expert testimony in court, who are recommended for the investigators, judges and lawyers.

The first persons of ROO, Svetlana Alekseevna Tabakova, President of ROO, Igor Lvovich Artemenkov, Vice-President of ROO, Mikhail Georgievich Isaev, Chairman of the Board of the Moscow Regional Division of ROO, reported to the guests and colleagues during the event’s official part.

The event was closed with a celebratory flute of champagne.
